Charity was born circa 1763 in Aquabogue in the Town of Southold, Suffolk County, Long Island, New York. She was the daughter of Ebenezer Mather and Margaret Downs. Charity married Parshall Howell I, son of Captain Richard Howell and Elizabeth Tuthill, on 24 January 1782 in Aquabogue in the Town of Southold.3 Charity's husband, Parshall, died after 1796 in New York, leaving her a widow.
